In attempting to download and install 16.09, I get an error message:

What next?

That would seem to indicate that you either don't have permission to install programs on that computer or there's an earlier version of LP there that Windows thinks is running.

I'd try making sure an earlier version isn't running and uninstall it before trying to install the new version.

It occurred to me that there might be a conflict between 15.09 and 16.09, so I did uninstall the old version before I tried installing the new one the second time.  It worked, so 16.09 RC2 is now installed on my (Win 10) desktop machine and tablet.  I received a couple more OPLink Mini ground stations in today's mail, and have bench tested one of them with a spare Revo board.  The setup menu is different. I set up the onboard unit as "Receiver" and the Mini ground station as "Coordinator" connected to my tablet via the USB cable.  Telemetry is now working again.
Next project is setting up OSD with a modified Mobius docking station/transmitter and a micro MinimOSD.
