Honest answer. I suspect that release may happen when at least all issues in JIRA targeted for 16.04 will be resolved https://librepilot.atlassian.net/browse/LP-287?jql=project%20%3D%20LP%20AND%20fixVersion%20%3D%20REL-16.04

Anyone is welcome to pick any of those issues, and contribute
Currently there is no official date for the release, but everyone is very enthusiastic about having it asap Librepilot is not alone in getting those questions for humoristic answers look at https://www.emacswiki.org/emacs/EmacsReleaseDates#toc1

If you need any of the new features, you can compile next branch. I got one that compiles and I am settled using it every flying session, works great.

Is in the new version an option to use Minimosd and GPS at the same Port, like in Taulabs?

I am upgrading my quad to 4s and I got some new 30amp ESCs but they do not have the 5vbec.  I noticed in the CC3D breakdown that the servo ports are rated up to +15v.  However, the Lipos can hold a charge upwards to 16+v.  Can the servo ports handle the extra voltage?

Please, don't power board directly using Lipo, 3S or something.
If you put 15V, the GPS or receiver get also 15V...

CC3D clone cannot handle this voltage, maximum is 10V because chinese regulators.

Add  a step down, 5V.

I guess the new ESC dont have a BEC. So simply use a mini 5v BEC for the stepdown and be happy.

I was thinking about getting the Lumeneir 4Power quick swap PDB anyway, it will relay the signal without having to send +14V from the servo leads to the FC, then just run a single 5v to power the FC.  So this is my excuse to get the PDB.  I like the idea of being able to make a quick swap if need be.  Not that I want to make quick swaps, but I am still learning to fly.

That's a fairly silly part. How often in the lifetime of a quad does one expect to burn out ESCs? You need to have spare ESCs available. You need to build it into a frame that makes those terminal block screws available.
