I see you go back to Gcs 15.09.

There is nothing wrong in configuration you posted.
We do not have a crystal ball to magically resolve your issue remotely :)
 
Post pictures from your build maybe.

To check if there is enough lift, you can test it on the output screen. But it’s a dangerous procedure. Bind the quad with thin rope on all four arms to the ground, so that it can lift off a few centimeters.  Check the ropes for same length. Connect all motor sliders at output screen as you did at the ESC calibration.  Increase the power carefully  by using the slider. Look it it’s lift off. For that procedure use a long usb cable. Secure the cable that it can’t slide out of the CC3D board with a cable strip on frame. If it lifts off then a few cm, the ESC are fine and there is enough lift and the propellor setup is correct. Normally that shall happen at 50%. 

As I said it’s dangerous to take all precautions not to get wounded!!

I think the prob is with Battery i have an orange LIPO 3S 2200 mah  ...and on chargeing 2 cells are charging one is not how can i fix it?

What is the voltage of the bad cell?  How low has that cell ever been?

Props and battery are.fine and.esc.seems.fine

Learn how to properly handle lipo battery.  If you discharge it too much, it will never charge properly again.  Get a LiPo alarm and set it to 3.6 volts per cell and always use alarm during flight, and always obey it immediately.  Always store battery at 3.8v per cell.  Never leave it fully charged for more than a day.  Never store in a hot place like car in summer time.
