Is your receiver configured for PPM, SBus, or normal (PWM)?
Did you answer this correctly (matching) when you ran the setup wizard?

Also, USB does not give power to the receiver.  You must have the flight battery plugged in for the receiver to get power.  Also, some ESCs don't have BECs and so you may need to have a BEC.

Seems it depends in how your receiver is configured, if R7EH-S look attached manual.

Preferred input will be Sbus, connected to the MainPort

Or PPM connected like this, assuming you have a CC3D:

There are several things you must get correct:
- The transmitter must be bound to the receiver.  See your radio instructions.
- The receiver output signal type (PWM, PPM, SBus) must be set to what you want.  See your radio instructions.
- The receiver must be connected to the correct port in the FC.  Different port is required for different receiver output signal type.
- You must tell the LP setup wizard which receiver output signal type you are using.
