The motor throttle up to around 80% when you move the sticks slightly. I'm not really sure why this is, but I'm guessing it's something small that I have overlooked.  Please help me out guys. Thanks

Try it with the props off.  If it still does it, you need to do ESC calibration and motor neutral setting.

If it does not do it with props off, your PIDs are set too high.  In particular, the D terms are probably too high.  Stabilization(bank#)->Advanced->InnerLoopPIDs

Also check (disarmed, with flight battery and USB plugged in) the Input page to see if the throttle channel moves as expected with the throttle stick motion off, low, medium, high is seen on the throttle slider and matches the stick.

This assumes you mean all motors, not just some motors and that you haven't played with settings that you don't understand.  ;)  Disabling Stabilization->ZeroTheIntegral will cause a windup on some motors.

Which was it?  ESC/motors calibration/neutrals or PIDs?
