Also running 3cell she flys nice but when stepping up to 4cell vibrates like crazy like the props are out of balance but they are fine.

When you switch to 4S battery you need to reduce the PID.

 Yeah like F5soh said you will need to lower your PID. Probably a good idea to take 20-30% off everything in the PID table. Lighter more powerful quads with lots of thrust and authority need less PID correction.

Also, you should use smaller props when you start using more cells.

If you want use the 4s battery for it , it is a good ideal to  reduce the PID.
