Bootloader problems with new CC3D fc

I just rebuilt my QAV 210 and can't seem to get the FC flashed. This is the third CC3D board I've installed and Ive never had this problem.
When I open LibrePilot and plug in the quad, windows recognizes the new hardware but LibrePilot doesn't change. Now scopes and nothing seems to happen.
I went to the firmware tab to find that nothing was showing there either. Unplugged the quad and selected the "rescue" option. When prompted to plug in I did and it found the FC. It was displayed properly in the firmware tab. I opened the bootloader software and selected "flash" It said it updated fine.
After trying to plug back in nothing happens. Same as before. Now if I select "boot" after flashing the bootloader the fc stays on orange light. Blue light blinks a few times then stops and only solid orange light.
I'm out of idea's anyone know what to try?
I also noticed that after updating the bootloader software the firmware it says it loaded is the same? Curious as I am loading the latest firmware from the librepilot website. http://imgur.com/TtbMoET

You posted that you flashed the bootloader, what about the firmware?

The image you posted shows that the firmware loaded is dated back in 2013 which would make it a very, very old version of OpenPilot.  That's not likely to work with the current GCS.

I'd try unplugging the board, clicking "upgrade and erase", and connecting the board when it says to connect it.
