[first off, apologies for using any wrong words. I'm a noob with flight terminology]

I'm having an issue with my Revo (also happened with my normal CC3D but to a much lesser extent). When I apply throttle the motor response isn't even, so when I apply enough throttle to actually get airborne the quad motors significantly waver in speed. I can't keep the quad level, more like it jumps/pulses up and down erratically.

This isn't altitude-hold/vario type of instability (I'm using plain complementary settings), basically the RPMs of the motors seem to fluctuate a great deal.

When I do the neutral rate part of the Setup Wizard there are no issues. Motor RPM is smooth and consistent in relation to how much rate? is applied.

This is usually caused by vibration.  Straighten/replace bent motor shafts.  Rebalance your props.  Track your props so one tip isn't higher than the other.

If you have done that, the last thing to do is to increase GyroTau:
   Configuration -> Stabilization -> Expert -> GyroNoiseFiltering
If it oscillates when you increase this, you will need to decrease your PIDs.
