'Need' is totally subjective and relative. Whatever that vid said had to be in relation to 'something.' For example a very highly skilled pilot who adds a stabiliser to an aircraft 'needs' very high rates so the FC doesn't -limit- his skills. Flying wings can be a handful. I added a CC3D to a fast pizza box because it made it much more comfortable and fun to fly in turbulent conditions, and an aerobatic pussycat in normal conditions.
The point being that it depends on what -you- want/need.
