Is the LiPo battery attached while doing the transmitter wizard? For my CC3D, attaching to USB powers the flight controller only so if i want to do anything in libra pilot that involves the transmitter/reciever, i have to have both usb and the battery attached. If i dont, the reciever doesnt get any power.
Always be safe - remove those props until you are ready to fly! (i know, everyone gets annoyed with me putting this on every post)
Seeing ghe sticks and switches more aroind randomly in the transmitter wizard is normal to start with, but in step one they have you move everything to its extreme positions and as soon as you do that, they stop moving irratically.
Since yours isnt responding, it means the flight controller isnt recieving signals from the reciever for some reason.
