The last .pdf version of the manual that I can find on the web is from Oct 16. Is there a more recent version and if so does anyone know of a link?

Is a link to wiki. In wiki you find last revision of document for example this link date 28/12/16

We don't distribute pdf versions of the manuals. If you click on the ellipses (three dots) near the upper right corner of the page it offers the option to generate a pdf of that page.
If you found a pdf version of the whole manual where did you find it? The only ones I've ever seen are pdfs of the unofficial readthedocs wiki. We have nothing to do with it and don't update it.

Call me old, but I like having a hard copy to look at, but if it is not supported by the community I will use the web copy.

There's nothing wrong with that manual, it's just not our manual. It was made starting with the old OpenPilot wiki.
The link you posted is the link to the latest one, it's automatically updated as changes are made. They probably haven't made any changes to the manual since October.
